Yes it does happen from time to time, and not necessarily right after a festival either. The glitch has sent you to the CNY version of the town rather than the normal version. Just map away and things will resolve themselves.

In case you're wondering why the RBR lobby is still around, it's so that players who got on the highscore list have some time to retrieve their prize.

I only uncovered Heroes' Ascent this week after nearly 5 years and 19 Titles lol
